Author's Summary: A bill to amend title 18, United States Code, to protect pain-capable unborn children, and for other purposes.
IB Summary: This bill bans abortions after 20 weeks on the scientifically unfounded premise that a fetus can feel pain after that point. It contains exceptions for the life of the mother, rape, and incest, but in cases of rape, it mandates counseling 48 hours prior to the abortion, and in cases of incest or rape against a minor, it mandates that the crime has been reported prior to obtaining the abortion.
