S. 119: Sunshine for Regulatory Decrees and Settlements Act of 2017

Author's Summary:  The Sunshine Act inhibits the ability of federal agencies to participate in back-door sue-and-settle arrangements with special interest groups, which circumvent established regulatory processes.

IB Summary:  In addition to limiting the ability of agencies to enact regulations through lawsuit settlements, the bill would also allow federal judges to review (and repeal) such regulations without considering of the precedent of the settlement that created it.
