IB's Summary: This bill introduces legislation that would prevent expert scientists from sitting on the 48-person Science Advisory Board, who act as independent counsel to the EPA, if that scientists has been awarded a grant from the EPA. This effectively prevents many experts from filling this seats on the board simply because they need funding for their research, and at the same time allows other parties who do not need funding for research (such as representatives from interested private companies) to fill these seats instead.
