Author's Summary:  To require the Administrator of the Western Area Power Administration to establish a pilot project to provide increased transparency for customers, and for other purposes.

IB Summary:  The Western Area Power Administration (WAPA) sells power from federal hydropower facilities to about 40M customers across the western US. This bill is part of an effort to reign in fraudulent spending by the agency.
